England. The region also has several downstream petroleum employers
within its boundaries. Over 2000 employers are located in the combined

Skills Trends
Priority for
action in the region centres around shortages of technical and
management skills. Both polymers and chemicals are growing at a faster
rate than other manufacturing industries in the UK and are experiencing
difficulties in recruiting staff at all levels. In addition, the
industries are currently failing to attract sufficient numbers of young
people as part of their growth and succession plans. Apprenticeships
and proactive Graduate recruitment and placement programmes are
identified as important in addressing this issue.
Cogent Activities
Cogent
works with local employers and key stakeholders such as Regional
Development Agencies and Local Learning and Skills Councils to identify
and address workforce development requirements in the region. It adopts
a leadership and support role in developing and delivering learning
frameworks or qualifications. Gathering Labour Market Intelligence,
reviewing and developing education and training provision available to
employers and employees and accessing of funding support to assist
skills development are priorities in the Cogent regional plan. Cogent
also works closely with PICME (Process Industries Centre for
Manufacturing Excellence) to provide services meeting the needs of the
Polymer and Chemical industries in the region.
