About Nuclear New Build Skills Study
The Nuclear Development Forum of DECC has tasked a cross-sector alliance of strategic skills bodies to develop a workforce demand model for the design, manufacture, construction, commissioning, operation and maintenance of the two main PWR designs that are likely to be built in the UK. Cogent SSC is leading this nuclear new build labour market research study.
This is a significant labour market research study that brings together a cross sector alliance of sector skills bodies along with their employer base to provide an authoritative overview of the skill requirements, gaps and shortages that will have an impact at all stages of the delivery and operation of the proposed new build nuclear power stations in the UK.
Nuclear New-Build Expert Panel
The Nuclear New-Build Expert Panel was established, following our consultation meeting on 2nd July 2009. Its remit is to obtain independent advice on various emerging issues in relation to the nuclear new build workforce requirements. Expert Panel Members consist of significant employers, selection of supply chain and business support organizations in nuclear industry.
Employer consultation is an important process in determining and evaluating the skills capacity and capability, validating working assumptions related to delivery of new fleet of nuclear power stations in the UK.
Employer consultation will provide advice and recommendations to the Nuclear New Build Skills Report on the following issues:
- Capacity v capability – Identifying critical skills shortages and gaps in SQEP and in all aspects of nuclear new build program.
- Validating working assumptions - Evaluating proposed new build workforce model and estimates and key steps in the transition period.
- Program and Project Management - Timelines, effect of proposed changes to the reactor design in the number of workforce and skills requirement.
- Investment in training - Approaches to accommodating skills gaps and skill needs with a view to creating UK advantage in global nuclear industry.

Consultation Feedback
Panel members have the opportunity to comment on emerging issues of nuclear new-build project for a one month period until 7th Sep 2009. Following the close of this consultation, we will analyse the responses received and will amend the draft report as needed. It will also review efforts to date to harmonize and simplify current context. Panel members have the option of including their name and their companies name with their comment in the final report it.
