Background |
Cogent was initially born from the coming together in late 2001 of three National Training Organisations: the Oil and Gas Extraction NTO (OPITO), the Petroleum Industry NTO (PINTO), and the Chemicals Manufacturing and Processing NTO (CMPNTO).
Having identified synergies between their sectors, OPITO, PINTO and CMPNTO successfully submitted a proposal to form a Sector Skills Council to Government.
The future SSC was subsequently granted Trailblazer status, which meant that it would become an exemplar for the creation of other Sector Skills Councils, and would receive significant financial and operational support towards its development.
In 2003, Cogent Trailblazer entered negotiations with the Polymer NTO and representatives of the Nuclear Industry to form a broader Sector Skills Council and apply to Government for a full five-year operating licence. An Expression of Interest was submitted to the Department of Education and Skills in September 2003 for the licensing of a Sector Skills Council covering the chemicals, nuclear, oil and gas, petroleum and polymer industries. The application was successful and the new SSC, trading as Cogent, was formally launched on 2nd March 2004.
As a result of this process, the new organisation, built on the strengths and experience of the founding NTOs, is stronger and better resourced than its predecessors to deliver innovative solutions to skills issues in its sector.
