Cogent through the UK Commission for Employment and Skills has been asked by governments to conduct a full strategic review of national occupational standards, on behalf of the Cogent Sector, to ensure they meet the needs of employers and support the aims of qualifications systems. The main outcomes of the review will be a report to governments at the end on January 2009 and an emerging strategy that will be developed from consultation with key stakeholders including you.
The attached short document is the first phase of the
consultation process. It sets out some of the issues - some new but many
familiar - which need to be resolved, together with some initial thoughts. The
language of the document is technical and presupposes some familiarity with the
subject. An initial response to this part of the consultation will be needed by
13 October 2008 posted to [email protected] . We
need to gather views of partners involved in the development and design of
national occupational standards as well as their application particularly in
relation to developing qualifications, and I regard your close involvement with
this consultation as critical to its success.
In November and December, UKCES shall build on the
findings of this initial work to conduct a broader consultation with end users,
especially employers, about their views on standards to test out our findings.
Key issues will be the value of standards, their usage for “qualifications and
other purposes” and any strongly emerging themes from the initial consultation.
Workshops will be held with stakeholders as well as one to one telephone
interviews to discuss the emerging strategy for NOS development. Cogent consultation can continue
during this process and you can continue to feedback until 07 January
2009.
The full strategic review of national occupational
standards will be managed through a steering group, chaired by the UK
Commission, and will be set up with cross country representation to include all
the key players. The wider consultation with employers will be commissioned by
this steering group and be conducted independently.
