Cogent is an independent, employer-led organisation formed when Cogent, the trailblazer SSC for Oil and Gas Extraction, Chemicals Manufacturing and Petroleum Industries established in 2002, joined forces with the Polymer NTO. The Nuclear Industry, through the Nuclear Industry Association (NIA) was also actively involved in the development of Cogent.
Cogent is part of a network of better resourced, more influential SSCs established in 2001 to take over from National Training Organisations (NTOs). There are currently 25 SSCs in operation and several others in development, covering all key UK industries. SSCs, together with the Sector Skills Development Agency (SSDA), form the Skills for Business (SfB) network, the purpose of which is to bring employers centre-stage in articulating their skills needs and delivering skills-based improvements to productivity.
Oil and Gas: OPITO update: Cogent Sector Services Ltd, (CSSL), is a wholly owned subsidiary of Cogent, the Sector Skills Council, and is based in Aberdeen. CSSL was initially formed to provide products and services across the Cogent Sector and a decision was made earlier this year for that organisation to re-focus its activity on Oil and Gas in line with its activity and geographical proximity. In support of this change the company began trading as OPITO to benefit from the significant brand recognition of OPITO in both the domestic and international markets.

Cogent and OPITO have agreed in principle to delegate authority and responsibility for ascertaining and responding to the training and skills needs of the UK Upstream Oil and Gas Industry to OPITO, including the development of that part of the SSA relating to the industry, with Cogent. Cogent will continue to interface with the Government and the appropriate Stakeholders regarding UK policy and government education and skills provision, while OPITO will continue to work with Stakeholders to deliver the specific needs of the Oil and Gas Industry.
We will produce a more detailed assessment of the arrangements and interfaces necessary to discharge our operational responsibilities for Oil and Gas as a consequence of the agreed principles.
